PC DOCKET #25-3
PLEASE TAKE NOTICE that on Monday, May 19, 2025, at the hour of 7:15 p.m. at the Charles J. Zettek Municipal Building, 901 Wellington Avenue, Elk Grove Village, Illinois, the Plan Commission of the Village, acting as a Zoning Commission, will conduct a public hearing to consider a Subdivision and Special Use petition for an electrical substation expansion located at 1500-1510 E. Higgins Road, Elk Grove Village. The following variations from the Elk Grove Village Zoning Ordinance are requested:
• A variation from Section 3-2-G-3, 3-2-G-4 and 4-2-I of the Zoning Ordinance and Section 8-8A-3-B.1 of the Municipal Code to allow interior parking, driveways, and loading areas to be compacted gravel except driveway aprons.
• A variation from Section 7-1, 3-2-F and 3-7 of the Zoning Ordinance for size and number of principal and accessory structures.
• A variation from Section 3-3-D of the Zoning Ordinance to allow the construction of a fence and/or wall in excess of eight (8’) feet around the property and from Sections 3-2-D and 3-3-A of the Zoning Ordinance to allow for the siting of fences, walls and other Substation structures within required setbacks.
• A variation from Section 4-2-I-6 and 10-3-K of the Zoning Ordinance granting a waiver from the requirement for off-street parking lighting and certain property line lighting requirements.
• A variation from Section 2-2 of the Zoning Ordinance to allow a zoning lot without frontage on an improved public street and from any requirement in Section 7-1 for any minimum required front yard width.
• A variation from Section 4-6 of the Zoning Ordinance to eliminate the requirement for off-street loading spaces and a variation from Section 4-4 of the Zoning Ordinance allowing loading to occur on any side of the Equipment Structures.
• A variation from 7-4-A-6 of the Zoning Ordinance to allow a building size which is less than 25% of the lot area and from Section 3-2-F-2 of the Zoning Ordinance to allow an accessory building less than 500 square feet.
• A variation from Section 10-3-G of the Zoning Ordinance and any applicable provisions of the Municipal Code to allow more than 20,000 gallons of flammable materials to be situated within the Property and within fifty feet (50’) of the lot lines.
• A variation of Section 8-12B-1-2(K) of the Municipal Code to allow above ground utility facilities, with the exception of non-electrical building services which shall be located underground.
• A variation of Section 8-3B-2B.14 of the Municipal Code with respect to exterior material requirements for compartments, equipment and structures of the Substation with the exception of the Equipment Structures, which will adhere to the exterior material requirements.
• A variation from Section 8-3-E-6-f of the Zoning Ordinance to allow the requested special use permit to apply to the property not just to ComEd.
The property is located in Elk Grove Village and legally described as follows:
THAT PART OF THE EAST HALF OF THE SOUTHEAST QUARTER OF SECTION 22, TOWNSHIP 41 NORTH, RANGE 11 EAST OF THE THIRD PRINCIPAL MERIDIAN, TAKEN AS A TRACT AND DESCRIBED AS FOLLOWS:
PARCEL 1:
COMMENCING AT THE SOUTHEAST CORNER OF SAID SOUTHEAST QUARTER; THENCE NORTH ALONG THE EAST LINE OF SAID SOUTHEAST QUARTER, 438. 15 FEET TO THE CENTERLINE OF OLD HIGGINS ROAD AS ORIGINALLY LAID OUT; THENCE NORTHWESTERLY ALONG SAID CENTERLINE, BEING ALONG A LINE THAT FORMS AN ANGLE OF 41 DEGREES 11 MINUTES TO THE LEFT WITH THE PROLONGATION OF THE LAST DESCRIBED COURSE, A DISTANCE OF 547.45 FEET FOR A POINT OF BEGINNING; THENCE CONTINUING NORTHWESTERLY ALONG SAID CENTERLINE 238.45 FEET; THENCE NORTH PARALLEL WITH THE EAST LINE OF SAID SOUTHEAST QUARTER, 310.98 FEET TO THE SOUTHERLY LINE OF A 50 FOOT WIDE STRIP OF LAND LYING SOUTHERLY OF THE SOUTHERLY RIGHT OF WAY LINE OF THE NORTHWEST TOLL HIGHWAY; THENCE SOUTHEASTERLY ALONG THE SOUTHERLY LINE OF SAID 50 FOOT WIDE STRIP OF LAND 224.77 FEET TO A LINE PARALLEL WITH THE EAST LINE OF SAID SOUTHEAST QUARTER FROM THE POINT OF BEGINNING, ALSO BEING THE WEST LINE OF LAND DESCRIBED IN SPECIAL WARRANTY DEED, RECORDED DECEMBER 23, 1986 AS DOCUMENT 86615359; THENCE SOUTH ALONG SAID PARALLEL LINE 331.01 FEET TO THE POINT OF BEGINNING, IN COOK COUNTY, ILLINOIS.
