To Whom It May Concern:
The Village of Schaumburg will be conducting a public hearing on April 14, 2026 at 7:00 p.m. in the Schaumburg Village Hall (1000 E. Woodfield Road) to discuss the proposed Amendment No. 1 to the North Schaumburg Tax Increment Financing (TIF) Redevelopment Plan and Project and the designation of the Amended North Schaumburg Redevelopment Project Area. Amendment No. 1 proposes expanding the existing TIF to an Amended Project Area of approximately 1,122 acres including three Amendment Areas (â€œAmendment Area 1,â€ â€œAmendment Area 2,â€ and â€œAmendment Area 3,â€ collectively the â€œAmendment Areasâ€) totaling 36 acres near North Roselle Road/East Central Road, Meacham Road/East Algonquin Road, and South Thorntree Lane/East Algonquin Road.
The purpose of a TIF District is to remove and alleviate existing adverse conditions to encourage private investment and enhance the tax base through the development and redevelopment of project areas. The purpose of the redevelopment plan is to encourage commercial development and redevelopment of properties as well as construction of public works improvements throughout the area. To stimulate private investment and redevelopment of the commercial areas, the Village is pursuing the use of tax increment financing (TIF). TIF is a financing mechanism that allows a municipality to capture tax revenues produced by the enhanced valuation of properties and redevelopment resulting from the municipalityâ€™s redevelopment program and to pay redevelopment project costs. TIF does not levy new taxes.

In accordance with the National Environmental Policy Act, the Council on Environmental Quality regulations for implementing NEPA (40 CFR Parts 1500 through 1508), and the HHS General Administration Manual Part 30 Environmental Protection (February 25, 2000), HRSA has determined that the proposed Inner-City Muslim Action Network (IMAN) Health Center Expansion project will have no significant adverse impact on the quality of the human environment. As a result of this FONSI, an Environmental Impact Statement will not be prepared.
The Health Resources and Services Administration (HRSA) of the Department of Health and Human Services (HHS) provides funding through the HRSA Health Center infrastructure funding for congressionally directed spending projects that relate to the construction and renovation (including equipment) of health care and other facilities.
Inner-City Muslim Action Network (IMAN) has applied for and received this HRSA award. The applicant proposes to use HRSA funding to support construction of an expansion to its existing health center located at 2744 W 63rd Street in Chicago, Cook County, Illinois. The proposed project involves construction of a multi-story addition to the existing facility to increase capacity and consolidate primary care and behavioral health services in a single location.
The health center expansion will include additional clinical, therapy, administrative, and support spaces, as well as associated site improvements such as parking and pedestrian access. The project site consists of previously developed urban parcels within a mixed residential and commercial area. Existing utilities and public services serve the site, and no change in land use is proposed.
The applicant submitted an Environmental Assessment (EA) that documents impacts of the proposed action. This EA is incorporated by reference into this FONSI.
Additional project information is contained in the Environmental Assessment for this project, which is on file at the following address for public examination upon request between the hours of 10:00 a.m. and 5:00p.m., Monday through Friday.

A prevailing wage determination has been made by the Illinois Department of Labor for public works projects in DuPage County. The Contract entered into for the Work will be drawn in compliance with said law and proposals should be prepared accordingly and provide for payment of all laborers, workmen, and mechanics needed to perform the Work at no less than the prevailing rate of wages (or the prevailing rate for legal holiday and overtime work) for each craft, type of worker, or mechanic.
All bid proposals must be accompanied by a bid bond or bank cashierâ€™s check payable to the Wheaton Park District for ten percent (10%) of the amount of the bid as provided in the Instructions to Bidders. No proposals or bids will be considered unless accompanied by such bond or check.
