SOLICITATION FOR QUALIFICATIONS AND
PRICING DESIGN BUILD ENTITIES
DIAMOND LAKE SCHOOL DISTRICT #76
The Board of Education of Diamond Lake School District #76, Lake County, Illinois will be accepting submissions for Design Build Entities for the following project:
The project entails enclosure of the existing courtyard with a roof/window clearstory to convert area into an interior fully conditioned multifunctional space at West Oak Campus, 26156 Acorn Lane, Mundelein, IL 60060 and Diamond Lake School, 25807 Diamond Lake Road, Mundelein, IL 60060. The project includes mechanical, electrical, and fire protection upgrades for the courtyard. This solicitation precedes the issuance of a pending Design Build Request for Proposal/ Qualifications (RFP/Q) for the design-build work. The issuance of the RFP/Q will follow the required 14-day solicitation notification period. The RFP/Q will include the details on the schedule and selection process.
The Board of Education reserves the right to accept or reject any or all RFQ/P submissions and/or to waive any informality with a submission.
Interested Design-Build Entities may contact the undersigned by telephone/email for notification when the RFP/Q is ready for issuance. A tour of the building will take place as part of the RFP/Q process. Upon issuance, the RFQ/P interested partied my contact the Business Office at 26156 Acorn Lane, Mundelein, Illinois during the hours of 8:00 a.m. to 2:00 p.m. or by contacting Chris Thibadeau at cthibadeau@dist76.org or (847) 388-2559.

Storm School Site Improvements - Bid Release 1”, the date and time of the bid opening, the Contractor’s name and address, and the Trade Package. A bid day label is supplied in the project manual.
SCOPE OF WORK
The proposed summer project includes but is not limited to site demolition and reconfiguration of the parking lots, sidewalks, and hard surface play areas with associated landscape restoration and additional plantings and site electrical work. Miscellaneous site furnishings, trash and mechanical enclosures, and signs are to be included in the work.
INSTRUCTIONS TO BIDDERS
Prospective bidders should contact Kirstie Greatsinger at Lamp Incorporated (kgreatsinger@lampinc.net) to be placed on the bid list. Bidders will then be granted access to SmartBid for free download of the bid documents. Lamp Incorporated will be utilizing SmartBid for the entire bidding process, including addenda, so all interested bidders must contact Lamp Incorporated to access the SmartBid Website.
All contractors wishing to bid on this project must have a Lamp Incorporated Contractor’s Qualification Statement on file, updated within the last twelve months. Contractor Qualification Filing must be completed using SmartBid. Please email Kirstie Greatsinger kgreatsinger@lampinc.net for a SmartBid qualification filing link. Contractors’ qualification statements are due in Lamp Incorporated by February 2, 2026.
A Bid Bond or Certified Check in the amount of 10% of the bid is to accompany the proposal. In addition, the successful bidder must furnish a Performance Bond, Labor and Material Payment Bond, and Certificate of Insurance within ten (10) days of the award of the contract.
The successful bidder is required to pay Prevailing Wage for work under this Contract and shall submit certified payroll records in compliance with the Prevailing Wage Act (820 ILCS 130/1-12). Revised rates will apply for the duration of the contract. This Project is Tax Exempt. The Board of Education of Batavia Public School District 101 reserves the right to reject any and all proposals or waive any bid irregularities.
Pre-Bid Meeting will be held on Monday, January 19, 2026, starting at 9:30 a.m. at H.C. Storm School (305 N. Van Nortwick Ave. Batavia, IL 60510). This meeting is not mandatory, but all bidders are strongly urged to attend the meeting to understand the project requirements fully. Bidders failing to demonstrate a thorough understanding of the project and the existing conditions at the scope review may be rejected.
