RESOLUTION NO. 2026-23
A Resolution Determining to Levy an Additional Tax of 0.02% of Value of all Taxable Property located within the Corporate Limits of the Village of Winfield for the purpose of providing Library building
maintenance, equipment, repair, etc.
WHEREAS, the Winfield Library Board of Trustees has adopted a Resolution requesting that the Village of Winfield President and Board of Trustees levy an additional tax of 0.02 % of all taxable property located within the corporate limits of the Village of Winfield for the purpose of construction and equipment of buildings, for the rental of buildings required for library purposes, and for maintenance, repairs and alterations of library buildings and equipment; and
WHEREAS, pursuant to 75 ILCS 5/3-4, the President and the Board of Trustees of the Village of Winfield deem it appropriate to levy said tax upon all taxable properties within the corporate limits of the Village of Winfield;
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF WINFIELD, DU PAGE COUNTY, ILLINOIS, AS FOLLOWS:
Section 1.
The foregoing recitals of fact are incorporated by reference as though fully set forth herein.
Section 2.
For the fiscal year, beginning May 1, 2026, an additional tax of no more than 0.02% of the value of all the taxable property within the corporate limits of the Village of Winfield as equalized or assessed by the Department of Revenue be levied for one or more of the following library purposes: sites and buildings, for the rental of buildings required for library purposes, and for maintenance, repairs and alterations of library buildings and equipment.
Section 3.
Notice is hereby given that if a petition is signed by electors of the Village equal to 10% or more of the registered voters in the Village, requesting that the question of levying such a 0.02% tax be submitted to the electors of the Village, the question shall be submitted at an election.
The specific number of voters required to sign said petition is 797.
The petition must be filed with the Village Clerk within 30 days after the publication of this Notice.
The date of the prospective referendum is November 3, 2026.
Section 4.
The Village Clerk is hereby authorized and directed to cause this Resolution to be published in a newspaper of general circulation in the Village and to have available forms of the petition.
Section 5.
This Resolution shall take effect from and after its passage and publication in the manner provided by law.
