Public notice is hereby given that at a meeting on Wednesday, August 5, 2026 at 7:00 p.m., at City Hall in the City Council Chambers, 3600 Kirchoff Road, Rolling Meadows, Illinois, the Rolling Meadows Planning and Zoning Commission will conduct a public hearing to consider a petition for a planned development (special use) by Arthur J. Gallagher & Co. and 2950 Land Company LLC (collectively, âPetitionerâ). The City of Rolling Meadows has also participated in the petition solely as it concerns the City Parcel (as hereinafter defined).
Subject Property: The Petitioner is the owner of 2950 Golf Road, PIN 08-08-300-021-0000 (âConference Parcelâ). The Conference Parcel was previously the site of the Meadow Club. The hearing may also affect an adjacent parcel of land known as 5550 Apollo Drive, PIN 08-08-300-006-0000 (âCity Parcelâ), which is owned by the City of Rolling Meadows. The City Parcel is currently improved with a parking lot that extends across the boundary of the City Parcel into the Conference Parcel. The City Parcel was developed together with the Meadow Club pursuant to a ground lease that is no longer in effect. (Collectively, the Conference Parcel and the City Parcel are the âSubject Propertyâ). The Subject Property is within the Cityâs M-2 Manufacturing District. The Conference Parcel is within, and subject to the regulations of, the âMeadow Clubâ planned development approved by Ord. 04-75 on November 23, 2004, as amended (âMeadow Club PDâ) as well as the âGould Iâ Planned Development approved by Res. 899 on May 22, 1973, as amended (âSubject PDâ).
Project Description: Petitioner desires to erect a building addition to provide meeting space and related facilities serving the Arthur J. Gallagher & Co (Gallagher) Global Headquarters located at an adjacent parcel at 2850 Golf Road (collectively, all work to take place is the âRedevelopment Projectâ). The Petitioner states that the Redevelopment Project is intended to support large meetings, trainings, and events for Gallagherâs local and national employees. The proposed addition is proposed to consist of approximately 33,760 gross square feet, with a building height up to 44 feet, 9 inches above grade, and would be attached to the Gallagher building on the adjacent parcel. The Redevelopment Projectâs site work would modify, without limitation: traffic circulation, pedestrian access, utilities, and parking and loading within the Subject Property, which is connected to other parcels and uses within the Subject PD. âAssembly/meeting hallsâ are a special use in the M-2 District and would be authorized as part of the Redevelopment Project.
Requested Relief: The Public Hearing may result in the following:
1. Dissolving the Meadow Club PD and affirming that the Conference Parcel remains part of, and subject to, the Subject PD.
2. Renaming the Subject PD.
3. Ratifying previously approved minor changes to the Subject PD including, without limitation: (i) authorizing the installation of a wall sign on a parking garage; (ii) authorizing various fencing for the Subject PD; and (iii) approval for the construction of a solar energy system. Such minor changes were administratively approved pursuant to Section 122-463(11)(b) of the Zoning Regulations.
4. A special use permit for a major change to the Subject PD to authorize the Redevelopment Project.
5. A special use permit to extend the boundary of the Subject PD to include the City Parcel and to authorize a major change to the Subject PD concerning the City Parcel, which may be included within the plan of development for the Conference Parcel or may be designated for future City operational use including, without limitation: government building and facilities; utilities; and outdoor storage (business activities).
Pursuant to the Zoning Regulations and the Cityâs home rule authority, the approval of a planned development or changes thereto may modify or waive any provision of the Zoning Regulations that may otherwise apply to the Subject Property, including, without limitation, any applicable regulation concerning: bulk, area, yards, parking and loading, signage, landscape, and uses. Any action to be taken concerning a planned development may constitute the concurrent preliminary and final approval of such action where a preliminary step is required by the Zoning Regulations. The public hearing may result in the addition, modification, or deletion of any of the provisions of the Subject PD as they apply to the Subject Property and may result in any other zoning relief that is necessary for the Redevelopment Project to occur.
Interested persons are invited to attend the Public Hearing, and will be given an opportunity to be heard.
A copy of the agenda and supporting materials will be available for inspection no later than the Friday before the scheduled meeting date at the Cityâs website, www.cityrm.org, or in person at City Hall, 3600 Kirchoff Road, during City Hallâs operating hours (weekdays from 8:00 a.m. to 4:00 p.m.).
Persons with disabilities requiring special accommodations are encouraged to contact the Community Development Department at (847) 506-6030, at least 48 hours prior to the hearing to arrange for the accommodation.
