ORDINANCE NO. 2025-11-1
ORDINANCE OF THE BOARD OF TRUSTEES OF THEÂ GAIL BORDEN PUBLIC LIBRARY DISTRICT,
KANE AND COOK COUNTIES, ILLINOIS DETERMININGÂ TO LEVY AN ADDITIONAL LIBRARY TAX
FISCAL YEAR JULY 1, 2025 to JUNE 30, 2026
WHEREAS, the Board of Library Trustees of the Gail Borden Public Library District, Kane and Cook Counties, Illinois (the "District") proposes to levy an additional 0.02% tax for the purchase of sites and buildings, for the construction and equipment of library buildings, for the rental of buildings required for library purposes and for maintenance, repairs and alterations of library buildings and equipment.
NOW, THEREFORE, BE IT ORDAINED by the Board of Library Trustees of the Gail Borden Public Library District, Kane and Cook Counties, Illinois that:
Section 1: The District hereby determines to levy such additional 0.02% tax for the fiscal year commencing July 1, 2025 and ending June 30, 2026, subject to the provisions of the Public Library District Act of 1991 and as otherwise provided by law; and
Section 2: This Ordinance shall be published within fifteen (15) days after its adoption as provided by law and shall be effective within thirty (30) days after such publication, unless if a petition signed by electors of the District equal in number to 10 percent or more of the registered voters of the District (which number of registered voters is equal to 8,078 of the total 80,788 registered voters in the District) is filed with the Board of Library Trustees within thirty (30) days after the publication of this Ordinance, then the question of whether this Ordinance shall become effective shall be submitted to the electors of the Gail Borden Public Library District in an election in accordance with the general election law. The Secretary of the Board of Trustees of the Gail Borden Public Library District will provide a petition form to any individual requesting one.
Section 3: This Ordinance shall become effective upon its approval, posting and publication, as provided by law.
Passed by the Board of Library Trustees of the Gail Borden Public Library District, Kane and Cook Counties, Illinois, this 11th day of November 2025 by a vote of:

Which Ordinance was duly passed and adopted by the Board at a meeting of the Board held on November 11, 2025, and approved by the President of the District, and said Ordinance has been duly filed with the undersigned as acting Secretary of the District and is in full force and effect as provided therein.
I do further certify that the deliberations of the Board on the adoption of said Ordinance were conducted openly, that the vote on the adoption of said Ordinance was taken openly, that said meeting was called and held in strict compliance with the provisions of the Open Meetings Act of the State of Illinois, as amended, and with the provisions of the Public Library District Act of 1991, as amended, and that the Board has complied with all of the provisions of said Acts and with all of the procedural rules of the Board.
