NOTICE TO BIDDERS
Notice is hereby given that City of Elgin, Kane County, IL, will receive sealed bids from interested trade contractors for 03A-1 Building Concrete & Site Concrete, 04A-1 Masonry, 06A-1 General Trades, 07A-1 Roofing, 08B-1 Aluminum, Glass, and Glazing, 09G-1 Painting, 21A-1 Fire Protection, 22A-1 Plumbing, 23A-1 HVAC, 26A-1 Electrical, 31A-1 Excavation & Site Utilities, and 32F-1 Landscaping, work for the Wing Park Golf Course New Clubhouse [Bid #25-034].
Sealed bids will be received up until Thursday, May 22, 2025 at 3:00 P.M., at the following location:

Bids will be publicly opened and read immediately following. Bids must be submitted in duplicate in a sealed envelope and labeled “Wing Park Golf Course New Clubhouse [Bid #25-034]”, the Date and Time of the Bid Opening, the Contractor’s Name and Address, and their Trade Package. All Contractors shall use the bid day label provided with their Bid Form.
SCOPE OF WORK
The proposed project consists of a new 9,600 SF golf course clubhouse for the City of Elgin, located at 1012 Wing Street, Elgin, IL 60123. The building will feature a cart storage garage and wash bay, concession and refreshment areas, pro shop, golf simulators, and associated site improvements.
INSTRUCTIONS TO BIDDERS
Prospective bidders should contact Kari Christensen at Lamp Incorporated (kchristensen@lampinc.net or 847-741-7220 x315) to be placed on the bid list. Bidders will then be granted access to SmartBid to download drawings for free. Lamp Incorporated will be utilizing SmartBid for the entire bidding process, including addenda, so all interested bidders must contact Lamp Incorporated to access SmartBid.
All Contractors wishing to bid on this project must have a Lamp Incorporated Qualification Statement on file, updated within the last year. Contractors’ qualification statements are due in Lamp Incorporated’s office by 5:00 pm, Wednesday, May 21, 2025.
A Bid Bond or Certified Check in the amount of 10% of the bid is to accompany the Bid Form. The successful bidder must furnish a Performance Bond and Labor and Material Payment Bond in an amount equal to 100% of the bid amount, with sureties approved by the owner, and Certificate of Insurance within ten (10) days of the award of the contract. All Performance and Payment Bonds will be in accordance with the requirements stated in the AIA 232 General Conditions.
The successful bidder is required to pay Prevailing Wage for work under this Contract and shall submit certified payroll records in compliance with the Prevailing Wage Act (820 ILCS 130/1-12).
The City of Elgin reserves the right to reject any and all proposals or waive any bid irregularities.
This project is Tax Exempt
A Subcontractor Site Visit will be held on May 15, 2025, at 10:00 A.M. at the Wing Park Golf Course, 1012 Wing Street, Elgin, IL 60123. The meeting is not mandatory, but it is strongly urged that all bidders attend this meeting to fully understand the project requirements. Bidders failing to demonstrate a thorough understanding of the project and the existing conditions at the scope review may be rejected.
