DuPage Street Combined Sewer Separation Project
Sealed Bids will be received by the City of Elgin, Illinois (Owner) electronically by the Purchasing Department, until 3:00 P.M., local time, on Wednesday, July 18, 2025, for the DuPage Street Combined Sewer Separation Project.
At said place and time, and promptly thereafter, all Bids that have been duly received will be publicly opened and read aloud.
The specifications and bidding documents are available for viewing and download for no cost at: https://cityofelgin.ionwave.net/VendorRegistration/PreliminaryInfo.aspx, the City of Elginâs electronic bidding web portal. An original bid bond (in the amount of 5% of the original bid amount) must be delivered to the City of Elgin Purchasing Department, 150 Dexter Court no later than 12:00 pm on July 18, 2025. All other bid documents shall be uploaded to
https://cityofelgin.ionwave.net/CurrentSourcingEvents.aspx.
Bidders may schedule an inspection to support their investigation of determining their cost to complete the work. Bidders desiring to set up an inspection should contact the project coordinator below.
The proposed Work is generally described follows:
This project in general (approximately 3,775 linear feet in length) includes but is not limited to furnishing all labor, materials, equipment and other as included items necessary for the completion of the following:
⢠Installation of approximately 4,100â of 10â to 60â storm sewer;
⢠Installation of approximately 550â of 6â to 18â sanitary sewer;
⢠Installation of approximately 3,500â of 4â to 8â water main;
⢠Approximately 2,700â of 8â to 15â sanitary sewer lining;
⢠Approximately 7,265 SY of pavement removal;
⢠Approximately 5,685 SY of pavement patching;
⢠Approximately 1,580 SY of pavement reconstruction;
⢠Approximately 9,750 SY pavement surface milling;
⢠Approximately 2,375â of curb and gutter removal and replacement;
⢠Approximately 8,950 sq. ft. of sidewalk removal and replacement;
⢠Removal and/or abandonment of existing water and sewer mains;
⢠Water and sewer main adjustments;
⢠Water and sanitary service-re-establishment;
⢠Parkway restoration and other miscellaneous items of work in accordance with the Contract Plans and Specifications.
All proposals must be accompanied by a bid bond, certified or cashierâs or a bank draft in an amount equal to at least five percent (5%) of the bid, payable without condition to the City of Elgin, Illinois, which sum shall be forfeited in case the successful bidder fails to enter into aÂ
binding contract and provide a properly executed contract surety bond within 15 days after the contract is awarded by the City Council.
The successful bidder shall be required to furnish a Performance and Payment Bond equal to one hundred percent (100%) of the total contract price as security for the faithful performance and the payment of all bills and obligations arising from the performance of the contract.
The successful bidder and all Subcontractors shall be required to conform to the labor standards set forth in the Contract Documents. The successful bidder shall pay prevailing wage and shall provide certified payrolls to the City for the duration of the Project.
The successful bidder shall submit a list of qualified references for projects similar size and scope of the project.
Proposal withdrawn may not be resubmitted at the same letting.
Each bidder shall satisfy the City as to their ability, financially or otherwise, to carry out the work. The right is reserved to reject any or all bids or to waive technicalities and any informality in any bid.
This is an Illinois Prevailing Wage Project. It follows the Elgin Responsible Bidders Ordinance and Elgin Residency Requirements.
A mandatory site tour will be held on Monday, July 7, 2025, at 10:00 A.M., meeting at the Riverside Water Treatment Plant located at 375 W. River Road, Elgin, Illinois, 60123, prior to the site visit. Any Bidder who does not attend the site tour will have their Bid rejected.
