2025 Country Knolls South Resurfacing
Sealed Bids will be received electronically by the City of Elgin, Illinois (Owner), by the Purchasing Department, until 3:00 P.M., local time, on Thursday, May 22, 2025, for the City of Elginâs 2025 Country Knolls South Resurfacing. At said place and time, and promptly thereafter, all Bids that have been duly received will be publicly opened and read aloud.
The specifications and bidding documents are available for viewing and download for no cost at: https://cityofelgin.ionwave.net/VendorRegistration/PreliminaryInfo.aspx, the City of Elginâs web portal for electronic bidding. An original bid bond (in the amount of 5% of the original bid amount) must be delivered to the City of Elgin Purchasing Department no later than 12:00 pm on May 22 2025. All bid documents shall be uploaded to:

The scope of work includes but is not limited to: HMA BINDER COURSE (6,025 TON), HMA SURFACE COURSE (5,067 TON), HMA SURFACE REMOVAL (39,064 SY), CURB AND GUTTER REMOVAL AND REPLACEMENT (5,317 FOOT), and PCC SIDEWALK (11,384 SF). Additional items include earth excavation, aggregate base, base repair, topsoil and sod, pavement markings, and all other work necessary to complete the project as set forth in the bid documents.
All proposals must be accompanied by a bid bond, certified or cashierâs, or a bank draft in an amount equal to at least five percent (5%) of the bid, payable without condition to the City of Elgin, Illinois, which sum shall be forfeited in case the successful bidder fails to enter into a binding contract and provide a properly executed contract and surety bond within 15 days after the date the contract is awarded by the City Council.
The successful bidder shall be required to furnish a Performance and Payment bond equal to one hundred percent (100%) of the total contract price as security for the faithful performance and the payment of all bills and obligations arising from the performance of the contract.
The successful bidder and all sub-contractors shall be required to conform to the labor standards set forth in the Contract Documents. The successful bidder shall pay prevailing wage and shall provide certified payrolls to the City for the duration of the project. This project must comply with the Elgin Responsible Bidders Ordinance and Elgin Residency Requirements.
The bidder shall submit, if requested by the City, a list of qualified references for projects of similar size and scope of this project. Proposals withdrawn may not be resubmitted at the same letting. Each bidder shall satisfy the City as to their ability, financially or otherwise, to carry out the work. The right is reserved to reject any or all bids or to waive technicalities and any informality in any bid.
