NOTICE TO BIDDERS AND INVITATION FOR BIDS
FOR THE
JILL COURT AND MARILYN AVENUE
WATER MAIN REPLACEMENT PROJECT
VILLAGE OF GLENDALE HEIGHTS
DUPAGE COUNTY, ILLINOIS
RECEIPT OF BIDS
Sealed bids to complete all work required for the Jill Court and Marilyn Avenue Water Main Replacement Project will be received by the Village of Glendale Heights, DuPage County, Illinois until 10:00 a.m. (Central Time) on May 12, 2026. Thereafter or as soon as thereafter is practicable, all bids received will be publicly opened and the bid prices read aloud. Sealed envelopes or packages containing bids shall be addressed to the Office of Purchasing, Glendale Heights Civic Center, 300 Civic Center Plaza, Glendale Heights, Illinois 60139, and shall be marked âSealed Bid â" Jill Court and Marilyn Avenue Water Main Replacement Projectâ.
The work in general shall consist of water main replacement, water main capping and abandoning, new ductile iron water main construction, new fire hydrant and valve vault construction, storm sewer removal and replacement, pavement rehabilitation, and landscape restoration, all as further described in the contract documents for the said work prepared by Christopher B. Burke Engineering, Ltd. (CBBEL).
CONTRACT DOCUMENTS
The Bidding Documents can be obtained through QuestCDN via the CBBEL website at www.cbbel.com/bidding-info or at www.questcdn.com under Login using QuestCDN #10101594 for a $30 nonrefundable fee. A QuestCDN login will be required for each planholder. Contact QuestCDN at 952-233-1632 or info@questcdn.com for assistance in membership registration and downloading digital product information. A hardcopy of the bidding documents is available for viewing at CBBELâs office, located at 9575 W. Higgins Road, Suite 600, Rosemont, IL 60018. Following the award, contractors may request reimbursement for the $30 fee to download the bid documents. This request shall be sent to Andrew Pufundt at apufundt@cbbel.com within 30 days of award of the project.
Contractors must purchase bid documents and be shown on the Bidderâs Planholder List in order to bid. Bids received from contractors who are not in the Bidderâs Planholder List will be rejected.
All proposals are being accepted as General Contractor for work specified in the project, must be submitted on forms provided and in compliance with the Instructions to Bidders. Submission of a bid shall be conclusive assurance and warranty that the bidder has examined the plans, the site of the work and the local conditions affecting the contract and understands all the requirements for performance of the work. The bidder will be responsible for all errors in its proposal resulting from failure or neglect to conduct an in-depth examination. The Village of Glendale Heights will in no case be responsible for any costs, expenses, losses or changes in anticipated profits resulting from such failure or neglect of the bidder. The bidder shall not take advantage of any errors or omissions in the plans or proposal. The project will be let as a single contract.
Minority Owned Businesses, Women Owned Businesses (MBE/WBE), and Section 3 Owned Businesses and laborers are encouraged to submit bids on this project. Federal Labor Standards and Prevailing Wage rates will apply to this project.
BID SECURITY
Each bid shall be accompanied by a proposal guaranty in the form of a bid bond, executed by a corporate surety company, a bank cashierâs check or a certified check payable to the Village of Glendale Heights for not less than five percent (5%) of the amount bid. The proposal guaranty checks of all, except the two lowest responsible bidders, will be returned after the proposals have been checked and tabulated. The proposal guaranty checks of the two lowest responsible bidders will be returned after the contract and the contract bond of the successful bidder have been properly executed and approved. Bid bonds will not be returned.
RIGHT TO REJECT BIDS
The Village of Glendale Heights reserves the right to waive technicalities and to reject any and all proposals for any reason deemed in the best interest of the Village of Glendale Heights.
AWARD OF CONTRACT
Unless all bids are rejected, the contract award will be made to the lowest responsive responsible bidder. In determining who the lowest responsive responsible bidder is, the Village of Glendale Heights will consider all factors which it, in its discretion, deems relevant in determining who the lowest responsive responsible bidder is. Bidders who are awarded a contract shall be required to provide a Labor and Material Payment Bond and a Performance Bond, each in the total amount of the contract sum upon execution of the contract.
The successful Contractor shall furnish a Performance Bond in the amount equal to one hundred percent (100%) of the Contract sum as a security for the faithful performance of this Contract and a Labor and Material Payment Bond in an amount of not less than one hundred percent (100%) of the Contract sum as a security for the payment of all persons performing labor on the Project under this Contract and furnishing materials in connection with this Contract.
PAYMENT OF PREVAILING WAGES
The federal prevailing rate of wages in DuPage County for each craft or type of worker or mechanic needed to execute the contract or perform the work, also the federal prevailing rate for legal holiday and overtime work, as ascertained by the United States Department of Labor, shall be paid for each craft or type of worker needed to execute the contract or to perform the work.
This project is partially paid for with Federal grant funding through the Community Development Block Grant Program. Davis-Bacon Wage Decisions apply and are only superseded in instances by and where Illinois Prevailing Wages exceeds Davis-Bacon in wage, fringe benefits, and/or trade stipulations (requirements). If this project does not start within 90 days of award, the wage determinations shall be replaced with the most current decisions.
NON-DISCRIMINATION CLAUSE
All contracts between the Subgrantee and the Contractor and all subcontracts thereafter must include the following non-discrimination clause: âEmployers shall not discriminate against employees or applicants for employment on basis of race, color, religion, sex, national origin, age, familial status, or disability.â
