Q01226 2026 Sidewalk Maintenance
A. Sealed bids will be received by Harper College (Owner) on February 13th, 2026 until 11:00 AM central time for the Harper College 2026 Sidewalk Maintenance Project (project number Q01226) via Dropbox at https://www.dropbox.com/request/PMZYsHKg7PRnN7DOdNuG.
B. Bids will be opened publicly directly following the deadline for receipt of bids via Webex at https://harpercollege.webex.com/harpercollege/j.php?MTID=mc5a94147900e2fd83dd341eb26c0d88b
C. The project includes (but is not limited to) the following:
1. The project includes (but is not limited to) the following: mobilization, site preparation, demolition, excavation, concrete foundation and flatwork, utility work, landscaping, and restoration.
D. Harper College reserves the right to reject any or all bids or parts thereof, to waive any irregularities or informalities in bidding procedures and to award the contract in a manner best serving the interest of the College.
E. A Non-Mandatory Pre-Bid Meeting will be held on January 29th, 2026, at 1:00 PM central time in Building W, Room W-219 at Harper College, 1200 W. Algonquin Road, Palatine, Illinois 60067. All bidders are encouraged to attend and sign-in at the meeting, which will also be attended by the Owner and Engineer and will be the only opportunity for an escorted walk through of the site.
F. Bidder must comply with the Illinois Statutory requirements regarding labor, including Equal Employment Opportunity Laws.
G. Contractors shall pay not less than the prevailing rates of wages to all laborers, workmen and mechanics performing work under this contract, and shall comply with the requirements of the Illinois Wages of Employees on Public Works Act (820 ILCS 130/1-12).
H. The successful bidder will enter into a Contract with the Owner in the form of an Agreement as provided in the Project Manual.

J. Plans and specifications may be ordered through BHFX Digital Imaging starting January 15th, 2026. This project is available at a non-refundable cost of approximately $50.00. K. Bid security in the form of bid bond in an amount equal to 10 percent (10%) of the aggregate of the Base Bid amount and all Alternate Bid amounts shall be submitted with the bid.
L. A Performance, Labor, and Materials Payment Bonds in the amount of 100% of the Total Contract amount will be required from the successful bidder prior to work on site.
M. Any bid submitted unsealed, unsigned, fax transmission, e-mail or received subsequent to the aforementioned date andÂ
time, may be disqualified and returned to the bidder.
N. Bidders shall comply with the Business Enterprise Program: Participation and Utilization Plan developed by Harper College. There is a 9 percent aspirational goal on the contract.
O. No bid may be withdrawn for a period of ninety (90) days after the submission without the consent of the Board of Trustees.
