SPECIAL SERVICE AREA FOR THE CONSTRUCTION OF THE APTAKISIC ROAD EXTENSION OF THEÂ VILLAGE OF LONG GROVE WATER SYSTEM
PUBLIC NOTICE IS HEREBY GIVEN that on 10 February 2026 at 7:00 p.m. in the Board Room at the Long Grove Village Hall, 3110 Old McHenry Road, Long Grove, Illinois, a public hearing shall be held before the President and Board of Trustees (the “Village Board”) of the Village of Long Grove (the “Village”) to consider the proposed establishment of a special service area (“Aptakisic Water SSA”) for the construction of an extension (the “Extension”) of the Village’s public water system (the “Village System”), which Extension would run north to Aptakisic Road and easterly to a point along the frontage of the property commonly known as 5159/5961 Aptakisic Road (P.I.N.s 15-20-300-016 and 15-20-300-017) (the “Station Site”). The Extension would make potable water available from the Village System to the Station Site and to facilitate a further extension of the Water System to supply potable water from the Village System to water system serving the Briarcrest and Briarcrest 2 subdivisions within the Village of Long Grove (“Briarcrest”).

(collectively, “Territory”). The Territory is generally bounded by Illinois Route 83 to the west, Aptakisic Road to the south, the east line of the Briarcrest 2 subdivision to the east, and the north lines of the Briarcrest and Briarcrest 2 subdivisions to the north.
The purpose of the public hearing is to consider establishing the Aptakisic Water SSA within the Territory for the purpose of constructing the new Extension (including water distribution mains and related facilities) for the Village System in proximity to the Territory (“Special Services”). At the public hearing, the Village Board will consider the imposition of a tax levy by the Village on properties within the Territory at a rate sufficient to produce total revenues not to exceed $175,000.00 per year for a period not to exceed 30 years (“SSA Levy”). The proposed amount of the SSA Levy for the initial year for which such taxes are levied will not exceed $125,000.00. In addition, at the hearing, the Village Board will consider the issuance of bonds for the Aptakisic Water SSA, which bonds: (i) shall not exceed a principal amount of $1,450,000.00; (ii) shall not have a term in excess of 30 years; (iii) shall be at an interest rate of not more than nine percent (9%) per annum as a net yield; (iv) shall require a maximum rate of taxes to be extended within the Proposed SSA in any year for the payment of principal and interest on such bonds of not more than $175,000.00 annually, which payments may not continue for more than 30 years. The SSA Levy would be levied pursuant to a special tax roll that will allocate taxes equally among the lots in Briarcrest (a “SSA Share”), with three SSA Shares being assigned to the Station Site; provided, however, that no SSA Shares shall be assigned to Briarcrest unless and until Briarcrest connects to the Village System, at which time Briarcrest will pay a special connection fee to be established by Village ordinance.
All interested persons, including all persons owning real property within the Aptakisic Water SSA, will be given an opportunity to be heard at the hearing regarding the proposed establishment of the Aptakisic Water SSA, including the proposed tax levy, the allocation of SSA Shares, the issuance of bonds and the terms therefor, as well as an opportunity to file objections in writing with the Village Clerk at the Long Grove Village Hall regarding the establishment of the Aptakisic Water SSA and any of the matters herein described (including without limitation the SSA Levy). If a petition, signed by at least 51 percent of the electors residing within the Aptakisic Water SSA and at least 51 percent of the owners of record of properties within the Aptakisic Water SSA, as herein defined, is filed with the Village Clerk within 60 days after the final adjournment of the public hearing, the establishment of the Aptakisic Water SSA as herein described shall not be considered further.

Bids will be received until 9:30 A.M. on January 29, 2026, at which time the bid proposals will be publicly opened and read aloud at 1000 Manchester Road, Wheaton, IL 60187.
The Wheaton Park District Board of Park Commissioners reserves the right to waive all technicalities, to accept or reject any or all bids, to accept only portions of a proposal and reject the remainder without disclosure for any reason. Notice is given of the death of Florence M. McKinney, of Bonita Springs, Florida. Letters of Office were issued on January 8, 2026, to John F. McKinney whose attorney is Madden, Jiganti, Moore and Sheridan, LLP.
Claims against the estate may be filed in the office of the Clerk of the Circuit Court or with representative, or both, on or before July 15, 2026, which date is not less than 6 months from the date of the first publication of this notice and any claim not filed within that period is barred. Copies of any claim filed with the Clerk must be mailed or delivered to the representative and to the attorney within 10 days after it is filed.
