NOTICE OF HEARING
PLANNING AND ZONING COMMISSION
CITY OF ELGIN
PLEASE TAKE NOTICE that the City of Elgin Planning and Zoning Commission will conduct a public hearing on the following zoning application:
Nos. 35-25 and 50-25
By Antunez Group D. B. A. Casa Lara, as applicant, and Paul and Carol Butera, as property owners, requesting approval of an amendment to PCC2 Planned Center City District established by Ordinance No. G12-02, as amended by Ordinance No. G10-24, with any departures from the Elgin Municipal Code requirements as may be necessary or desirable, and a conditional use to establish an entertainment venue as part of an existing eating place (restaurant) at the property commonly referred to as 7 Clock Tower Plaza. The property classified in the PCC2 Planned Center City District established by Ordinance No. G12-02, as amended by Ordinance No. G10-24, is commonly known as 1-95 Clock Tower Plaza, more specifically identified by the Kane County Property Index Number 06-24-126-002.
The current application for the above-described development is available for review at the Community Development Department, 150 Dexter Court, Elgin, IL 60120 and online at:
www.cityofelgin.org/publichearings
Said application and the associated plans on file with the Community Development Department and online are subject to change during the administrative and city council review process.
The public hearing will be held on Monday, February 2, 2026 at 7:00 p.m. in the City Council Chambers, Second Floor, North Tower, Elgin Municipal Building, 150 Dexter Court, Elgin, IL 60120. At that time, any interested persons may appear in person, by writing, by agent or by attorney and present any testimony they may have pertaining to the granting or denying of this petition.

G. Contractors shall pay not less than the prevailing rates of wages to all laborers, workmen and mechanics performing work under this contract, and shall comply with the requirements of the Illinois Wages of Employees on Public Works Act (820 ILCS 130/1-12).
H. The successful bidder will enter into a Contract with the Owner in the form of an Agreement as provided in the Project Manual.

Notice is hereby given to potential Bidders that the Wheaton Park District will be receiving sealed bids for the Prairie Path Park Playground Unitary Surfacing.
Bid Documents are available electronically from the Park District commencing on January 15, 2026, by contacting:

Each bid must be placed in a sealed, opaque envelope clearly marked "Sealed Bid: Prairie Path Park Playground Unitary Surfacing” and addressed to the Wheaton Park District, 1000 Manchester Road, Wheaton, IL 60187, Attention: Secretary of the Board. Bids will be received until 9 A.M. on January 29, 2026, at which time the bid proposals will be publicly opened and read aloud at the Park Services Center, 1000 Manchester Road, Wheaton, IL 60187.
The Wheaton Park District Board of Park Commissioners reserves the right to waive all technicalities, to accept or reject any or all bids, to accept only portions of a proposal and reject the remainder without disclosure for any reason. Failure to make such a disclosure will not result in accrual of any right, claim or cause of action by any Bidder against the Wheaton Park District.
Bids shall not include federal excise tax or state sales tax for materials and equipment to be incorporated in, or fully consumed in the performance of, the Work. An Exemption Certificate will be furnished by the Wheaton Park District on request of the Bidder, for use in connection with this Project only.
The Work of this Project is subject to the Illinois Prevailing Wage Act, 820 ILCS 130/0.01 et seq. A prevailing wage determination has been made by the Illinois Department of Labor for public works projects in DuPage County. The Contract entered into for the Work will be drawn in compliance with said law and proposals should be prepared accordingly and provide for payment of all laborers, workmen, and mechanics needed to perform the Work at no less than the prevailing rate of wages (or the prevailing rate for legal holiday and overtime work) for each craft, type of worker, or mechanic.
All bid proposals must be accompanied by a bid bond or bank cashier’s check payable to the Wheaton Park District for ten percent (10%) of the amount of the bid as provided in the Instructions to Bidders. No proposals or bids will be considered unless accompanied by such bond or check.
The Contractor selected will also be required to comply with all applicable federal, state and local laws, rules, regulations and executive orders including but not limited to those pertaining to equal employment opportunity.
