Notice is hereby given that a Public Hearing will be held by the Planning and Zoning Commission of the Village of Downers Grove at 7:00 p.m. on Monday, February 2, 2026 in the Betty Cheever Council Chambers, 850 Curtiss Street, Downers Grove, IL. The purpose of the public hearing is to consider File 25-PZC-0040, a petition seeking an Amendment to Planned Development #31 to allow for an amendment to the approved allowed uses list in PUD #31. The City of West Chicago, Illinois will accept sealed bid proposals for the TRAFFIC SIGNAL INSTALLATION at TECHNOLOGY BOULEVARD for the City of West Chicago, Illinois, until 11:00 AM local time on Thursday, January 29, 2026, at which time shortly thereafter, the bids will be publicly opened and read aloud.
The sealed bids will be accepted and opened at the West Chicago Water Treatment Plant, Office of the Director of Public Works, 1400 W. Hawthorne Lane, West Chicago, Illinois, 60185.
All bid proposals are to be made on the forms provided and will be made a part of the contract documents to be executed with the City. Bid proposals are to be received in a sealed 9”x12” or 10”x13’ envelope. The envelope shall be marked:
“Sealed Bid â€" TRAFFIC SIGNAL INSTALLATION at TECHNOLOGY BOULEVARD”, and the name of the bidder.
The project is located at IL Route 38 (Roosevelt Rd) at Technology Blvd in the City of West Chicago. The project is funded with DCEO, MFT, and Local funds. The work as shown on the plans and as specified herein consists mainly of installing a traffic signal and roadway lighting. The net length of improvements is approximately 1890 feet or 0.36 miles.
Digital bidding documents are available through the Quest Construction Data Network website at www.questcdn.com, or through a link on the City of West Chicago website at www.westchicago.org under the Bid Postings section. You may download the digital bid documents for Quest Project #9614400 at a cost of $22.00. Please contact Quest at (952) 233-1632 or info@questcdn.com for assistance in free membership registration, downloading, and working with the digital project information. Paper copies of the bidding documents are not available at the City of West Chicago.
Bids shall be accompanied by a bid deposit in the amount of 5% of the bid. The bid bond shall be in the form of a bid bond (IDOT form 12230 or equal), certified check or cashier’s check drawn on a responsible bank doing business in the United States and shall be made payable to the City of West Chicago. All bids not accompanied by a bid deposit will be rejected.
No bidder may withdraw his/her bid after the scheduled closing time for a period of ninety (90) days.
The City reserves the right to reject any and all bid proposals, to waive any informality in any bid proposal, to re-advertise the proposed services, and to accept the proposal most advantageous to the City.
The successful bidder shall furnish a Performance Bond and a Labor-Mechanical Payment Bond, both in the amount of one hundred percent (100%) of the bid amount as a security for the faithful performance of this contract and as a security for the payment of all persons performing labor on the project under this contract and furnishing materials in connection with this Contract, respectively.
The City of West Chicago requires all Contractors bidding on Public Works projects and all of their Subcontractors to be governed by the Illinois Prevailing Wage Act. Submission of waivers of lien and certified payroll shall be required.
Any Bidder in doubt as to the true meaning of any part of the specifications or other contract documents may obtain information from the Director of Public Works regarding clarification of the plans and specifications by submitting a written request to the Director of Public Works. Written requests must be received by 12:00 PM (CST) Thursday, January 22, 2026, and will not be accepted after this time and date. Written request shall be emailed to dshah@westchicago.org. All responses will be addressed via an addendum by Friday, January 23, 2026, at 3:30 pm.

Each bid must be placed in a sealed, opaque envelope clearly marked "Sealed Bid: Prairie Path Park Playground Unitary Surfacing” and addressed to the Wheaton Park District, 1000 Manchester Road, Wheaton, IL 60187, Attention: Secretary of the Board. Bids will be received until 9 A.M. on January 29, 2026, at which time the bid proposals will be publicly opened and read aloud at the Park Services Center, 1000 Manchester Road, Wheaton, IL 60187.
The Wheaton Park District Board of Park Commissioners reserves the right to waive all technicalities, to accept or reject any or all bids, to accept only portions of a proposal and reject the remainder without disclosure for any reason. Failure to make such a disclosure will not result in accrual of any right, claim or cause of action by any Bidder against the Wheaton Park District.
Bids shall not include federal excise tax or state sales tax for materials and equipment to be incorporated in, or fully consumed in the performance of, the Work. An Exemption Certificate will be furnished by the Wheaton Park District on request of the Bidder, for use in connection with this Project only.
The Work of this Project is subject to the Illinois Prevailing Wage Act, 820 ILCS 130/0.01 et seq. A prevailing wage determination has been made by the Illinois Department of Labor for public works projects in DuPage County. The Contract entered into for the Work will be drawn in compliance with said law and proposals should be prepared accordingly and provide for payment of all laborers, workmen, and mechanics needed to perform the Work at no less than the prevailing rate of wages (or the prevailing rate for legal holiday and overtime work) for each craft, type of worker, or mechanic.
All bid proposals must be accompanied by a bid bond or bank cashier’s check payable to the Wheaton Park District for ten percent (10%) of the amount of the bid as provided in the Instructions to Bidders. No proposals or bids will be considered unless accompanied by such bond or check.
The Contractor selected will also be required to comply with all applicable federal, state and local laws, rules, regulations and executive orders including but not limited to those pertaining to equal employment opportunity.
