NOTICE TO BIDDERS
FOR THE
HOLLYWOOD PARK
PLAYGROUND RENOVATION PROJECT
HANOVER PARK PARK DISTRICT
You are cordially invited to submit a proposal as a General Contractor for work specified for this project.
Sealed proposals for the Hollywood Park Playground Renovation Project in Hanover Park, IL, shall be received at the Hanover Park Park District offices: 1919 Walnut Avenue, Hanover Park, IL 60133 until 11:00 a.m. local time, January 29, 2026, at which time all bids will be publicly opened and read aloud.
Work generally includes removals, installation of playground equipment, concrete paving, poured-in-place surfacing, painted games, playground underdrainage, drain cleanout, and lawn restoration.
Bid documents will be available from Accurate Repro, Inc.’s Planroom beginning January 15, 2026. Plans are available for printing or download. Phone: (630) 428-4433. www.accurateplanroom.com. A non-mandatory pre-bid meeting will be held on January 22 at 10:00 a.m. on site at Hollywood Park.
Specifications require the submittal of a 10% Bid Surety executed by the contractor and a surety company, or a certified check, or cashier’s check, payable to Hanover Park Park District with the proposal. In addition, the successful contractor(s) must be able to provide a satisfactory Performance Bond in the amount equal to one hundred percent (100%) of the Contract sum as a security for the faithful performance of this Contract and, a Labor and Material Payment Bond in an amount of not less than one hundred percent (100%) of the Contract sum as a security for the payment of all persons performing labor on the Project under this Contract and furnishing materials in connection with this Contract.
This project is being financed, in part, with funds from the DuPage County Community Development Commission (CDC) federal grant program. The failure to comply with the State of Illinois Business Enterprise Program â€" Minorities, Females, Persons with Disability Participation and Utilization Plan adopted by the Hanover Park Park District for the Project shall be grounds to disqualify a bidder.
FEDERAL LABOR STANDARDS AND DAVIS-BACON PREVAILING WAGE RATES WILL APPLY TO THIS PROJECT.
*Please refer to the Federal Requirements included in the Bid Manual for additional information on federal labor standards and Davis-Bacon prevailing wage requirements.
Minority and Women Owned Business Enterprises (MBE/WBE) and Section 3 Businesses and workers are encouraged to submit bids on this Project.
All contracts for work herein are subject to all Park District rules and regulations, and providing for the payment of Davis-Bacon prevailing wage rates to all workers involved in this Project. All bids will remain firm for 60 days after the bid opening. The Hanover Park Park District reserves the right to reject any or all bids, to waive informalities on a bid, and to accept all or any portion of any bid, and/or to award the contract for the Hollywood Park Playground Renovation Improvements Project to the lowest responsible and responsive bid meeting specifications that serves the best interests of the Park District.

Each bid must be placed in a sealed envelope clearly marked "Sealed Bid: SEVEN GABLES FITNESS AREA SURFACING” and addressed to the Wheaton Park District, 102 E. Wesley Street, Wheaton, IL 60187, Attention: Secretary of the Board. Bids will be received until 9:30 A.M. on January 29, 2026, at which time the bid proposals will be publicly opened and read aloud at 1000 Manchester Road, Wheaton, IL 60187.
The Wheaton Park District Board of Park Commissioners reserves the right to waive all technicalities, to accept or reject any or all bids, to accept only portions of a proposal and reject the remainder without disclosure for any reason. Failure to make such a disclosure will not result in accrual of any right, claim or cause of action by any Bidder against the Wheaton Park District.
Bids shall not include federal excise tax or state sales tax for materials and equipment to be incorporated in, or fully consumed in the performance of, the Work. An Exemption Certificate will be furnished by the Wheaton Park District on request of the Bidder, for use in connection with this Project only.
The Work of this Project is subject to the Illinois Prevailing Wage Act, 820 ILCS 130/0.01 et seq. A prevailing wage determination has been made by the Illinois Department of Labor for public works projects in DuPage County. The Contract entered into for the Work will be drawn in compliance with said law and proposals should be prepared accordingly and provide for payment of all laborers, workmen, and mechanics needed to perform the Work at no less than the prevailing rate of wages (or the prevailing rate for legal holiday and overtime work) for each craft, type of worker, or mechanic.
All bid proposals must be accompanied by a bid bond or bank cashier’s check payable to the Wheaton Park District for ten percent (10%) of the amount of the bid as provided in the Instructions to Bidders. No proposals or bids will be considered unless accompanied by such bond or check.
The Contractor selected will also be required to comply with all applicable federal, state and local laws, rules, regulations and executive orders including but not limited to those pertaining to equal employment opportunity.
