The Wheaton Planning and Zoning Board will hold a public hearing on Tuesday, April 28, 2026 at 7:00 p.m. in the Council Chambers of the Wheaton City Hall, 303 West Wesley Street, Wheaton, Illinois, in-person and via zoom at https://us02web.zoom.us/webinar/register/WN_jEBxL5-NRmeAgQHmZW4qPA or dial (312) 626-6799, Meeting ID: 882 2150 4618, Passcode: 932710 to consider the following zoning application:
Zoning Application #26-12. An application requesting a special use permit for a planned unit development to allow the construction and use of two principal structures on a single zoning lot, all on property commonly known as 700 - 800 E. Roosevelt Road. The property would be consolidated, and a grocery store would be constructed at the northwest corner of the site (with approximately 24,243 square feet) and a nursery school would be constructed at the southeast corner of the site (with approximately 12,500 square feet). The combined property is 3.5 acres and zoned R-R-3 Large District.
The application is further requesting a variation to Article 31.3.A of the Wheaton Zoning Ordinance Build to Zone of 0 to 20 feet (the distance that a building or structure is located from a front lot line) to approximately 271 feet for the nursery school building.
The application is further requesting the abrogation of a restrictive covenant that established a âNo Building Areaâ per the Articles of Agreement Document Number R65-48323 recorded December 3, 1965 of 45.4 feet in lieu of the required 103.0 feet from the south property line.
The application has been submitted by the property owner, Quattro Development, 1100 Jorie Boulevard, Suite 140, Oak Brook, IL 60523.
