F. A non-mandatory pre-bid meeting has been scheduled for 2:00 p.m. Central Time on February 16, 2026, in Building W, Room W-218 at Harper College, 1200 W. Algonquin Road, Palatine, Illinois 60067. All bidders are encouraged to attend and sign-in at the meeting which will also be attended by the Owner and the Architect. A pre-bid walk through the area of work will take place immediately following the pre-bid meeting.
G. Submit all questions in writing via email regarding the Bidding Documents to the Construction Manager at brianfiedler@coreconstruction.com and copy the Harper College Purchasing Department at purchasing@harpercollege.edu. Replies will be issued to all bidders of record in the form of an Addendum. Questions received later than 4:00 p.m. Central Time on February 18, 2026, may not be answered.
H. Bid security in the form of bid bond in an amount equal to 10 percent (10%) of the aggregate of the Base Bid amount and all Alternate Bid amounts shall be submitted with the bid.
I. No bid may be withdrawn for a period of ninety days after the submission without the consent of the Board of Trustees.
J. Any bid submitted unsealed, unsigned, fax transmission, e-mail, or received subsequent to the aforementioned date and time, may be disqualified and returned to the bidder.
K. Harper College reserves the right to reject any or all bids or parts thereof, to waive any irregularities or informalities in bidding procedures, and to award the contract in a manner best serving the interest of the College.

The project includes but is not limited to spot tuckpointing and miscellaneous brick replacement throughout the original portion of the building. Power washing shall be performed as required. Control joints will be replaced. Awarded contractor will be required to provide specifications of the mortar type, type of brick that will be used (match historic brick as close as possible), and a tuckpointing mock-up of a test area to verify accurate matching of the original mortarâ€™s color, texture, and profile (tooling) to the City of Aurora Development Services Department.

Prospective bidders are advised that while the City may administer the projectâ€™s Community Development Block Grant (CDBG) program funds, this project is not a City of Aurora, Illinois project. It is the sole responsibility of the Bidder to see that their Bid Proposal is received in the proper time.
A mandatory pre-bid inspection will be held at the project location: 925 6th Street Auora, IL 60505 at 10:00 a.m. on Thursday, 02.12.2026. Attendance is required for all prospective bidders. Sunnymere and Cordogan Clark representatives will be present at the inspection.
Award of the contract shall be contingent upon the Bidderâ€™s ability to comply with federal regulations. This is a federally assisted project and Davis-Bacon and Related Act requirements will be strictly enforced. Federal Labor Standards Provisions HUD-4010 will be incorporated into the successful Bidderâ€™s contract. Contractors, including all subcontractors, must be eligible to participate. The successful bidder shall comply with all regulations of the CDBG program of the City of Aurora, State of Illinois. Sufficient proof of liability and workmanâ€™s compensation insurance coverage must be furnished to satisfy requirements of Sunnymere. Sunnymere encourages minority, women and/or disabled-owned contractors to submit bids. A bid bond or a certified check payable to Sunnymere, Inc. for 5% of the bid price is required with the bid presented. A 100% performance and payment bond will be required from the successful bidder.
Sunnymere reserves the right to reject any or all bids and to waive any technicality, informality or irregularity in the bids received. SCOPE OF WORK
The proposed project consists of providing all labor, materials, machinery, tools, equipment, and other means of construction necessary for renovations at the D300 Carpentersville Middle School Transportation Building, Golfview Elementary School, Meadowdale Elementary School, Lakewood Elementary School, Liberty Elementary School, and Lincoln Prairie Elementary School.
INSTRUCTIONS TO BIDDERS

Bidders will then be granted access to SmartBid to download drawings for free. Lamp Incorporated will be utilizing SmartBid for the entire bidding process, including addenda, so all interested bidders must contact Lamp Incorporated to access SmartBid.
All Contractors intending to bid on this project must have a Lamp Incorporated Qualification Statement on file, updated within the last year. Contractor Qualification Filing must be completed using SmartBid. Please email Kirstie Greatsinger kgreatsinger@lampinc.net for a SmartBid qualification filing link. Contractorsâ€™ qualification statements are due to Lamp Incorporated prior to the bid due date.
A Bid Bond or Certified Check in the amount of 10% of the bid is to accompany the Bid Form. The successful bidder must furnish a Performance Bond and Labor and Material Payment Bond in an amount equal to 100% of the bid amount, with sureties approved by the owner, and Certificate of Insurance within ten (10) days of the award of the contract. All Performance and Payment Bonds will be in accordance with the requirements stated in the General Conditions.
The successful bidder is required to pay Prevailing Wage for work under this Contract and shall submit certified payroll records in compliance with the Prevailing Wage Act (820 ILCS 130/1-12).
