Invitation for Bidder’s Proposal
Time and Place for Opening Bids: Public notice is hereby given by Grant Township, Lake County, Illinois that sealed bids will be received for the Grant Township Highway Department Fuel Tank Improvements. Bids will be received until 11:00 AM (Central Daylight Savings Time), Wednesday, May 20, 2026, at the Grant Township Highway Department at 26535 W Moildor Road in Grant Township, Illinois, 60041. Sealed envelopes or packages containing bids shall be marked “Sealed Bid â€" Grant Township Highway Department Fuel Tank Improvements”. A public bid opening will take place immediately.
Availability of Contract Documents: Bid packets may be obtained via the Engineer’s website, www.gha-engineers.com, by clicking the ‘Bidding Center’ banner link at the top of the page after 11:00 AM on Wednesday, May 6, 2026. This link will take bidders to the GHA QuestCDN landing page. A $30 non-refundable deposit is required to download electronic documents for this project. HARD COPIES WILL NOT BE AVAILABLE.
References:All bidders must submit with their bid, a resume of three (3) similar projects performed; enumerated as to location, type of work, approximate completion date, and contact information for the Owner, supervising engineering, or architectural firm. Any bid submitted that fails to comply with this provision may be cause for rejection.
Subcontracting of Work: Subcontracting portions of the work will be allowed pursuant to Section 108.01 of the “Standard Specifications for Road and Bridge Construction”, Illinois Department of Transportation, latest edition. The Owner reserves the right to reject any Bidder or subcontractor who, in the opinion of the Owner, does not have adequate experience, personnel or equipment to perform the work in a timely, efficient, and satisfactory manner.
Wages of Employees: This work is subject to the wage provisions of the Illinois Prevailing Wage Act. 820 ILCS 130/0/01 et seq. and the Illinois Substance Abuse Prevention on Public Works Projects Act. 820 ILCS 265/1 et seq relative to prevailing wages of laborers, mechanics, and other workers employed in any Public Works as amended by Public Acts 86799 and 86693.
Rejection of Bids: The Owner reserves the right to accept or reject any bid, to award all or part of a Contract, and to make such awards as are in the best interests of the Township. Any such decision shall be considered final. Factors other than price which will be considered in awarding or rejecting bids shall include the results of reference Contracts, and the ability of the bidder to satisfactorily perform the work proposed in accordance with the Contract Documents.
Location of Work: The work is located at 26535 W Moildor Road in Grant Township, Illinois, Lake County.
Description of Work: The work for which proposals are invited will consist of, in general, but shall not be limited to, the following: Removal of an existing 10,000 gallon diesel and 3,000 gallon gasoline underground storage tank systems, Installation of an above-ground 12,000 gallon split fuel tank, fuel tank pump installation, PPC pad installation, island installation, landscape restoration, and other associated improvements in accordance with the Contract and Specifications.
Bid Security: Bid security in the form of a Bid Bond, Bank Cashier's Check or Certified Check in the amount of ten (10) percent of the total bid made payable to Grant Township shall accompany the bid.
Parties: References to ‘Owner’, ‘Township’, ‘Board’, ‘Executive Board, or ‘Department’ within the Project Manual and all related or specified publications as indicated herein and as part of this Contract, shall mean Grant Township.
Construction Schedule: The Contractor shall commence the work to be performed under this contract, 10 days following the execution of the contract. The work shall be prosecuted in such a manner and with such a supply of materials, equipment and labor as considered necessary to ensure its completion according to the time specified in the contract. The anticipated start date for this project is Monday, June 1, 2026. Regardless of the actual start date, all work shall be completed including punch list items and landscape restoration by Friday, July 31, 2026. No work shall commence until all applicable permit requirements are fulfilled. In case of failure to complete the work on time by the completion date, the provisions of Article 108.09 of the Standard Specifications shall apply.
Submission of a bid shall be conclusive assurance and warrant the bidder has examined the plans and understands all requirements for the performance of the work. The bidder will be responsible for all errors in the proposal resulting from failure or neglect to conduct an in-depth examination. The Township will, in no case, be responsible for any costs, expenses, losses or changes in anticipated profits resulting from such failure or neglect of the bidder.
The bidder shall take no advantage of any error or omission in the proposal and advertised contract. Permission will be given to a bidder to withdraw a proposal if the bidder makes the request in writing before the time for opening proposals.
