Final Notice and Public Explanation of a Proposed Project in a 100-year Floodplain

This is to give notice that the Illinois Housing Development Authority (IHDA) has conducted an evaluation as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The following IHDA proposed construction project would be funded by an IHDA HOME-ARP Grant, IHDA Trust Fund Loan, and Sponsor Equity.
The proposed project is entitled Hero Homes. The proposed project is the new construction of a 20-unit affordable housing development for veterans at risk of homelessness, located at 300 S. Main Street, Wheaton, IL. The four-story building will contain 15 one-bedroom apartments and 5 two-bedroom apartments. The common area rooms include a community room, fitness room, and a rooftop terrace. Services will include case management, peer support, and individual therapy, all provided on-site.
The new construction will consist of wood-framed construction with structural steel supports above the parking area. The exterior finishes will include fiber-cement panels, phenolic wood-look panels and brick, with fiberglass windows. The interior finishes will include LVT flooring, LED lighting, and plastic-laminate cabinetry. Project design and engineering elements will be incorporated with the intent to achieve a net-zero energy certification.
The proposed development is located within the FFRMS 500-year floodplain. This site has been previously developed with a commercial building but is currently vacant land. There will be construction work within the FFRMS floodplain.
IHDA has reached a decision that this is the best practicable alternative. The proposed project is the new construction of a multifamily housing development. The site will be graded such that the building will be located entirely outside the floodplain limits, eliminating flood risk to the building. The project will incorporate stormwater best management practices to ensure proposed runoff meets requirements. In the no action alternative, the proposed project would not occur. The proposed development would not be built, and the site would remain vacant, while the area residents would continue to experience a lack of affordable housing.
All required federal, state and local permits will be acquired before beginning construction and all permit conditions will be complied with.

Written comments on this proposed project are invited and must be received by IHDA, Multifamily Financing Department to the attention of Zane Nyhus at email address znyhus@ihda.org by May 27, 2026. All such comments will be taken into consideration by IHDA prior to its decision on the proposed project.
