Truck Driving Classroom Building Bid Release #02
BIDS ARE DUE Tuesday, April 29, 2025 at 1:00 PM
Sealed bids will be received by the Elgin Community College â" Attn: Pam Singleton - for Truck Driving Classroom Building at 1700 Spartan Drive, Building B Room 205.01 - Elgin, IL 60123 on or before 1:00 p.m. on Tuesday, April 29, 2025. The bids will be publicly opened and read aloud immediately following in Room G100 â" Spartan Auditorium. Bids received after that time will not be considered. All bids shall be submitted on or before the specified closing time in an opaque sealed envelope marked "Truck Driving Classroom Building BR#02 - Bid Package #XXX XXX Work" on the outside.
The work consists of bid packages for:
BP #31A - Excavation/Site Demolition
BP #32A - Asphalt Paving/Site Concrete
Bid Documents will be available after 12:00 PM on Monday, April 14, 2025. Contractors may obtain electronic copies of the Bidding Documents at no cost from SMC Construction Services through their PROCORE Electronic plan room. Please contact Nicole Frohling at nicolef@buildwithsmc.com or (P) 847.622.1214 Ext. 242, to make arrangements to obtain a set of Bidding Documents. Hard copies of the documents will not be provided.
There will NOT be a pre-bid meeting for this project

Each bid must be accompanied by a bid bond or a cashier's check in the amount of 10% of the total bid, made payable to Tinley Park Public Library, as a guarantee that the successful bidder will promptly execute a satisfactory contract, will furnish a satisfactory performance bond and payment bond and proceed with the work. Upon failure to do so, the bidder shall forfeit the amount deposited as liquidated damages and no mistakes or errors on the part of the bidder shall excuse the bidder or entitle the bidder to a return of the aforementioned amount.
No bid will be considered unless the bidder shall furnish evidence satisfactory to the Elgin Community College that the bidder has the necessary facilities, abilities, experience, equipment, financial and physical resources available to fulfill the conditions of the Contract and execute the work, should the Contract be awarded such bidder.
Bidders will examine the Bid Documents, the existing conditions and location in which said work is to be done, and judge for themselves all the circumstances and surrounding conditions affecting the cost and nature of the work. All bids will be presumed to be based on such examination, familiarity, and judgment.
The successful bidder shall be required to provide a Performance Bond and a Material and Labor Payment Bond in the amount of 100% of the Contract Amount, as well as liability and property insurance as required within the Bidding Documents before commencing work. The successful bidder shall enter into a formal contract based on the conditions and requirements in the Bidding Documents which will be incorporated into the contract.
The successful bidder will be required to comply with the provisions of all State of Illinois and federal laws concerning public works projects as well as the State of Illinois Human Rights Act and the regulations of the Illinois Human Rights Commission. The funding for this work requires that the work meet all state laws and requirements for publicly funded work including Prevailing Wage requirements - State of Illinois Prevailing Wage requirements for Kane County, IL, "Illinois Prevailing Wage Act (Ill. Rev. Stat., 1987 Ch. 48, Sections 398 x-1-12 as amended by Public Act 86-693 and 86-799 effected January 1, 1990).
Elgin Community College reserves the right to reject any and all bids, and to waive any technicalities and irregularities in the bidding and to hold the bid proposals for a period of ninety (90) days from the date of opening set forth above.
The Bidder acknowledges that the Freedom of Information Act, 5 ILCS 140/1 et seq. (the âActâ) places an obligation on Elgin Community College (the âOwnerâ), to produce certain records that may be in the possession of Bidder. Bidder shall comply with the record retention and documentation requirements of the Local Records Retention Act 5 ILCS 160/1 et seq. and the Act and shall maintain all records relating to any work being done for the Owner in compliance with the Local Records Retention Act and the Act (complying in all respects as if the Bidder was, in fact, the Owner). Bidder shall review its records promptly and produce to the Owner within two business days of request by the Owner the required documents responsive to a request under the Act. If additional time is necessary to comply with the request, the Bidder may request the Owner to extend the time do so, and the Owner will, if time and a basis for extension under the Act permits, consider such extensions. Bidder further acknowledges that the Act, as amended and effective January 1, 2010, provides for severe criminal and civil penalties for willful failure to comply with its terms. Accordingly, Bidder does hereby agree, as an additional condition of being awarded a bid or the Construction Manager agreeing to contract with Bidder to provide labor, services or materials to the Owner, that it will hold harmless and indemnify, including costs and reasonable attorneyâs fees, the Construction Manager, the Owner and its Trustees, officers, agents and employees, against all damages incurred or penalties or fees assessed against it or them because of non-compliance with this agreement or the Act or the production requirements imposed under the Act.
