INVITATION FOR BIDS
Sealed proposals for the improvements described below will be received at the offices of: Gewalt Hamilton Associates, 625 Forest Edge Drive, Vernon Hills, Illinois 60061, until 10:00 A.M. Thursday, July 30, 2026. All bids will be publicly opened at that time and read aloud. Bids shall be sealed and marked “Ela Township Community Center 2026 Parking Lot Improvements”

Subcontracting portions of the work will be allowed pursuant to Section 108.01 of the “Standard Specifications for Road and Bridge Construction”, Illinois Department of Transportation, latest edition. The Owner reserves the right to reject any bidder or subcontractor who, in the opinion of the Owner or the Engineer, does not have adequate experience, personnel or equipment to perform the work in a timely, efficient and satisfactory manner.
The Owner reserves the right to reject any and all bids or any part thereof and waive any informality or any irregularities or defects in any or all proposals and to accept that bid which in its opinion is in the best interest of the Owner. Any such decision shall be considered final. It is the intent of the Owner to award a contract to the lowest responsible, responsive bidder.
The work is located at 380 Surryse Road, Lake Zurich, IL. 60047.
The work for which proposals are invited will consist of, in general, but shall not be limited to, the following: HMA surface removal, class d patching, limited curb & gutter installation, HMA surface course installation, pavement striping, restoration, and all other incidental work necessary to complete the project.
Bid security in the form of a Bid Bond for five percent (5%) of the total bid made payable to Ela Township shall accompany the bid.
The work shall be prosecuted in such a manner and with such a supply of materials, equipment and labor as is considered necessary to ensure its completion according to the time specified in the Contract. The anticipated start date for this project is Monday, August 24, 2026. Regardless of the actual start date, all work shall be completed including punch list items and landscape restoration by Friday, September 25, 2026. No work shall commence until all applicable permit requirements are fulfilled. In case of failure to complete the work on time by the completion date, the provisions of Article 108.09 of the Standard Specifications shall apply.
