OPEN HOUSE PUBLIC INFORMATION MEETING

The DuPage County Division of Transportation (DuDOT) will host a Public Information Meeting concerning proposed bike and pedestrian accommodations along 31st Street from Highland Avenue to Meyers Road in Downers Grove and Oak Brook. The purpose of the meeting is to present the need for the project, alternatives for bike and pedestrian accommodations being studied within the project corridor, potential land acquisition, and tentative schedule for the project.
This is a federally-funded project, and the Public Information Meeting is being held in compliance with National Environmental Policy Act (NEPA) requirements and the Illinois Department of Transportationâ€™s public involvement policy.
DuDOT is also seeking public comment on the effects that proposed bike and pedestrian accommodations will have on the Lyman Woods Forest Preserve. This property, which is under the jurisdiction of the Forest Preserve District of DuPage County, is a significant, publicly owned environmental resource. As such, it is subject to protection under Section 4(f) of the U.S. Department of Transportation Act of 1966. For this project, DuDOT may seek a section 4(f) â€œde minimisâ€ impact finding for one of the alternatives from the Federal Highway Administration based on a determination that the project will not adversely affect the features or activities that qualify the forest preserve for protection under Section 4(f). Effects of one of the alternatives on the Lyman Woods Forest Preserve may include right-of-way acquisition, tree removal and permanent wetland impacts. Mitigation may include tree replacement and wetland bank credits. Since the project is currently at the concept-level of detail and a preferred alternative has not yet been chosen, details of the impacts, if any, and mitigation, if required, have not been developed.
All persons interested in this project are invited to attend this meeting. Exhibits showing the alternatives being studied, including areas of potential land acquisition, will be on display and County representatives will be present to answer any questions and record written comments.
Written comments may also be submitted at the DCDOT office, mailed to the DCDOT office, or submitted electronically to the e-mail address listed below. Comments must be received by March 19, 2026 to be considered as a part of the public record.
