NOTICE TO BIDDERS
The City of West Chicago will accept sealed bid proposals for the Police Department HVAC Improvements Project for the City of West Chicago, Illinois until 1:30 p.m. local time on Wednesday May 21, 2025, at which time shortly thereafter, the bids will be publicly opened and read aloud. The sealed bids will be accepted and opened at the West Chicago Water Treatment Plant, Office of the Director of Public Works, 1400 W. Hawthorne Lane, West Chicago, Illinois, 60185. Please note that if you are submitting a proposal via the U.S. Postal Service, address your submittal to the City of West Chicago, 475 Main Street, West Chicago, Illinois 60185.
All bid proposals are to be made on the forms provided and will be made a part of the contract documents to be executed with the City. Bid proposals are to be received in a sealed 9âx12â or 10âx13â envelope. The envelope shall be marked:
âPolice Department HVAC Improvements Projectâ, and the name of the bidder
The City of West Chicago is seeking bids for HVAC improvements at the Police Department building located at 325 Spencer Street, West Chicago, Illinois, 60185.
The project includes, but is not limited to, the following items: Select demolition, HVAC roof top unit equipment replacement, boiler replacement, roof patching, temperature controls, VAV box replacement, Acoustical ceilings, painting, electrical and other associated work.
Digital bidding documents are available through the Quest Construction Data Network website at www.questcdn.com, or through a link on the City of West Chicago website at www.westchicago.org under the Bid Postings section. You may download the digital bid documents for Quest Project #9633308 at a cost of $22.00. Please contact Quest at (952) 233-1632 or info@questcdn.com for assistance in free membership registration, downloading, and working with the digital project information. Paper copies of the bidding documents are not available at the City of West Chicago.
Bids shall be accompanied by a bid deposit in the amount of 5% of the bid. The bid bond shall be in the form of a bid bond, certified check or cashierâs check drawn on a responsible bank doing business in the United States and shall be made payable to the City of West Chicago. All bids not accompanied by a bid deposit will be rejected.
No bidder may withdraw his/her bid after the scheduled closing time for a period of ninety (90) days.
The City reserves the right to reject any and all bid proposals, to waive any informality in any bid proposal, to readvertise the proposed services, and to accept the proposal most advantageous to the City.
The successful bidder shall furnish a Performance Bond and a Labor-Mechanical Payment Bond, both in the amount of one hundred percent (100%) of the bid amount as a security for the faithful performance of this contract and as a security for the payment of all persons performing labor on the project under this contract and furnishing materials in connection with this Contract, respectively.
The City of West Chicago requires all Contractors bidding on Public Works projects and all of their Subcontractors to be governed by the Illinois Prevailing Wage Act. Submission of waivers of lien and certified payroll shall be required.
A non-mandatory pre-bid meeting will be held on Thursday, May 8th, 2025, at 10:00 AM on-site at 325 Spencer Street, West Chicago, Illinois, 60185 to discuss the scope of the project with the Owner's representatives, engineers, and prospective bidders.
General questions regarding this Invitation to Bid shall be directed to Dave Shah, P.E., Assistant Director of Public Works, at 630-293-2255 or dshah@westchicago.org. All technical questions regarding the project shall be directed in writing to Lauren Ruhl, Project Coordinator, at Kluber, Inc., at lruhl@kluberinc.com. All questions shall be submitted in writing by 12:00 PM Noon on May 14, 2025. All questions will be answered and posted on Quest CDN advertisement by 4:00 p.m. on May 16, 2025.
