ADVERTISEMENT FOR BIDS
1.01 THE VERNON TOWNSHIP, ILLINOIS WILL RECEIVE SINGLE BIDS FOR THE JACOBÂ GROSSMAN AQUATIC CENTER POOL FINISH IMPROVEMENT PROJECT, AS FOLLOWS:
A. POOL CONSTRUCTION - CONTRACT #1
Pool finish improvement Including demolition, underground pipe testing, skimmer replacements, dewatering system, recirculation pump replacement, vessel expansion contraction joint construction, cement plaster repair, PVC pool liners or new pool plaster finishes, concrete pool decks, electrical bonding, electrical construction, site restoration and miscellaneous work.
1.02 ALL BIDS MUST BE PREPARED ON THE BID FORMS SUPPLIED IN THE CONTRACTÂ BIDDING DOCUMENTS AND FILED WITH THE VERNON TOWNSHIP, ILLINOIS OFFICE, 3050Â N. MAIN STREET, BUFFALO GROVE, ILLINOIS, 60089. NO LATER THAN 2:00 P.M. ON 01-07-2026.
A. At this time, SEALED bids will be publicly opened and read OUT LOUD. No bids will be received after the SPECIFIED hour and date, and bids not PREPARED and filled following 002113 - Instructions to Bidders may be rejected.
B. The Vernon Township, Illinois intends to award a Contract to the lowest responsive, responsible bidder as specified above. The Vernon Township, Illinois reserves the right to waive any informalities in bidding. No bids shall be withdrawn after the opening of THE bid without CONSENT of the Vernon Township, Illinois for sixty (60) days after the scheduled time of opening bids. Vernon Township, Illinois , at its sole discretion, reserves the right to reject any and all bids.
C. The Vernon Township Board may consider the award of bids at 2:00 p.m. meeting on Wednesday, January 14th, 2026, held in the Vernon Township, Illinois office, 3050 N. Main Street, Buffalo Grove, Illinois 60089
D. Contract Documents have been Prepared by Burbach Aquatics, Inc. and are on file to review at the Vernon Township, Illinois office at office, 3050 N. Main Street, Buffalo Grove, Illinois 60089; and at the office of Burbach Aquatics, Inc., 5974 Highway 80 South, Platteville, Wisconsin, 53818, 608-348-3262, fax: 608-348-4970, email: support@burbachinc.com.
E. Contract Documents including bid proposal forms plan set, and project manual are available upon request by contacting Burbach Aquatics, Inc. Bid Documents are available in electronic pdf form or printed copy, which may be obtained from Burbach Aquatics, Inc. Contact Burbach Aquatics, Inc via email at carolt@burbachinc.com for a link to download the bidding documents via dropbox, or have printed documents sent to your firm via Fed-Ex.
F. All Bidders will be required to provide Bid Security in the amount of ten percent (10%) of the Bidder's Maximum bid amount shall accompany each bid as a guarantee that if the bid is accepted, the bidder shall execute and file the proposed contract and bonds within ten days after the award of the Contract. The bid amount is the total of the Base Bid with all selected Bid Alternates. Do not include deduct Bid Alternates and Unit Cost Adjustment Bid Alternates.
G. Interested Bidders may submit Pre-Qualifications, no later than 2 p.m. Wednesday, January 7th, 2026, to Burbach Aquatics, Inc.
H. All laborers, workers, and mechanics performing Work under the contract shall not be paid less than the prevailing wage as found by the Illinois Department of Labor or by the Township, and all contractors, subcontractors, and sub-subcontractors shall in all other respects comply with the prevailing wage law, 820 ILCS 130/0.01, et seq., in carrying out the Work under this contract. The IDOL publishes the prevailing wage rates on its website at: www.illinois.gov/idol/Laws-Rules/CONMED/Pages/Rates.aspx. A copy of the Prevailing Wage Rate is included in the Project Manual and posted at the Vernon Township, Illinois office, 3050 N. Main Street, Buffalo Grove, IL 60089.
I. Contractor shall carry Workmen's Compensation Insurance satisfactory to the Organization and shall also carry Public Liability Insurance in the same way. The successful bidder(s) shall furnish a corporate surety performance bond, payment bond, and maintenance bond in an amount equal to one hundred percent (100%) of the Contract price, said bonds to be issued by a responsible surety approved by the Township. Said bonds shall guarantee the prompt payment of all materials and labor and save harmless the Township from claims and damages of any kind caused by the operations of the Contractor.
J. The Vernon Township, Illinois encourages minority and women-owned businesses to participate in the bidding process. The local sponsor shall encourage 1) "minority" business firms to submit bids on the approved project and 2) successful contract bidders to utilize minority businesses as sub-contractors for supplies, equipment, services, and construction.
K. This project is being funded by the Township's capital improvement fund, or stated as local funding.
L. The bidder should not include sales tax in the bid. A sales tax exemption certificate will be available for all materials purchased for incorporation into the project.
M. A pre-bid meeting will be held at the Vernon Township, Illinois office, 3050 N. Main Street, Buffalo Grove, Illinois 60089 on Tuesday, December 9th, 2025, at 2 p.m. A Contractor Awareness Program (CAP) will be presented. Part of the CAP will include a slide presentation showing pool construction of similar projects for the purpose of Contractor orientation.
Contractors wishing to contribute labor or materials for the Project should contact the Township at this time.
N. The Work in general for the Contracts shall commence by Monday, February 2nd, 2026; and
shall be Substantially Completed and ready for Owner occupancy by 05-22-2026; and Completed by Wednesday, September 30th, 2026.
O. As used herein, Owner refers to the Vernon Township, Illinois; Engineer refers to Burbach Aquatics, Inc.; and Contractor or Bidder refers to the party bidding for this Project.
P. Refer to other bidding requirements described in Document 002113 - Instructions to Bidders and Document 003100 - Available Project Information.
