Economic Development Strategic Plan City of Batavia, Illinois
I. INTRODUCTION
The City of Batavia, Illinois (population 26,098), founded in 1833, is the oldest city in Kane County and a cornerstone community within the Chicago metropolitan region. Located in Kane and DuPage Counties, Batavia has maintained its historic, small-town character while experiencing significant residential and commercial growth. Today, the community is home to more than 300 manufacturing, research, and warehousing firms and remains a destination of choice for families, businesses, and visitors.
The Cityâs Comprehensive Planâ"though updated annuallyâ"was originally adopted more than a decade ago. In June 2024, the City Council adopted the Batavia Downtown Plan, which supplements the Comprehensive Plan and provides a framework for shaping the future of Bataviaâs centrally located commercial district. The Downtown Plan, developed through robust community engagement, establishes policies and programs for guiding revitalization and future investment.
To complement these long-range planning documents, the City now seeks to develop a forward-looking Economic Development Strategic Plan. This plan will articulate a clear mission, vision, and set of targeted outcomes for Bataviaâs economic future. It will serve as a practical, actionable roadmap for elected and appointed officials, City staff, regional partners, and community stakeholdersâ"supporting sustainable growth while honoring Bataviaâs historic identity.
II. SCOPE OF WORK / PROPOSALS TO BE CONSIDERED
The City invites proposals from qualified consulting firms to prepare a comprehensive five-year Economic Development Strategic Plan. At minimum, the plan should include the following components:
1. Economic Conditions & Trend Analysis
A thorough analysis of current and projected economic conditions in Batavia and the surrounding region, including demographic, market, labor force, and development trends.
2. Mission, Vision, and Strategic Outcomes Facilitation of an inclusive stakeholder engagement process to establish:
o A clear mission and vision for economic development; and
o Key outcomes and priorities are necessary to achieve the identified vision.
3. Partnership Evaluation & Alignment
An assessment of opportunities to strengthen and leverage relationships with Batavia MainStreet, the Batavia Chamber of Commerce, regional partners, and other key organizations. Recommendations should clarify roles and responsibilities to better coordinate resources and maximize collective impact.
4. Implementation Framework
A detailed implementation plan that includes:
o Measurable deliverables.
o Recommended timeframes.
o Funding sources; and
o Assigned responsible parties.
Action items should address program development, required studies, and ongoing organizational improvements that support the identified outcomes.
Optional: Respondents may describe additional relevant services offered beyond strategic planning (e.g., program implementation support, incentive policy development, business retention tools). If included, please provide associated fees.
III. PROPOSAL CONTENT REQUIREMENTS
Submitted proposals must include:
⢠Project Approach and Work Plan
A clear description of the methodology, key tasks, engagement process, and proposed timeline.
⢠Project Team
Identification of personnel assigned to the project, including roles, qualifications, and experience.
⢠Relevant Experience
Examples of similar economic development strategic plans completed within the past five years, including project summaries and references.
⢠Cost Proposal
A detailed, itemized cost proposal for all services described in the scope of work, including optional services if applicable.
IV. SUBMISSION INSTRUCTIONS
All proposals must be received no later than March 1, 2026 at 5:00 PM.
Proposals may be delivered in person or sent via mail using a trackable delivery service. All submissions must be sealed and clearly marked:

V. EVALUATION & AWARD PROCESS
Proposals will be evaluated based on the respondents:
⢠Experience and qualifications
⢠Demonstrated understanding of the scope
⢠Quality of previous work
⢠Project approach and alignment with City objectives
⢠References and financial stability
⢠Compliance with City procurement requirements
The City reserves the right, at its sole discretion, to select the proposal deemed most advantageous, to negotiate contract terms, or to reject any or all proposals. All proposals must remain valid for 60 days following the submission deadline.
V. RESPONDENT RESPONSIBILITIES
Respondents are responsible for:
⢠Maintaining the confidentiality of the proposal process.
⢠Familiarizing themselves with all conditions relevant to the scope of work; and
⢠Complying with applicable federal, state, and local regulations.
Failure to fully understand the requirements does not relieve the respondent of responsibility for fulfilling the terms of the proposal or any subsequent contract.
VI. FEDERAL, STATE & LOCAL COMPLIANCE
The selected respondent must provide all financial, programmatic, and administrative information required for the City to comply with federal, state, and local reporting obligations and must adhere to all relevant regulations.
