NOTICE TO CONTRACTORS
The Village of Itasca will receive sealed proposals for the following improvement project at the Village Clerk office, 550 W. Irving Park Road, Itasca, IL 60143 until 10:00 A.M. on March 11, 2026..
Roadway and Infrastructure Improvements â" Phase 3
Proposals will be publicly read aloud at the Village Clerk office at 10:01 A.M. on March 11, 2026. No bid shall be withdrawn after the opening of the proposals without the consent of the President and Board of Trustees for a period of one hundred twenty (120) days after the scheduled time of closing bids.
All proposals shall be sealed in an envelope, addressed to the Village of Itasca, Attn.: Village Clerk. The name and address of the bidder and the name of the project, and âSEALED BIDâ shall all appear on the outside of the envelope. Proposals must be submitted on the forms provided by the Engineer.
The Bid Documents, including specifications, are on file at the office of the Engineer, Robinson Engineering, Ltd., (phone (847) 250-5635), Email: reladministrative@reltd.com, and may be obtained electronically via email upon review of prequalification information. The bid documents will be issued until 12:00 PM on March 10, 2026.
A bid bond or certified check/bank draft drawn on a solvent bank, payable without condition to the Village of Itasca in an amount not less than ten percent (10%) of the bid shall be submitted with each proposal, as a guarantee that, if the proposal is accepted, a contract will be entered into, and the performance of the contract is properly secured.
A performance bond in a sum equal to one hundred percent (100%) of the amount of the bid, with sureties to be approved by the Village of Itasca for the faithful performance of the contract, must be furnished by the successful bidder. All bids or proposals shall contain an offer to furnish bond upon acceptance of such bid or proposal.
The right is reserved to reject any or all proposals, to waive technicalities, to postpone the bid opening, or to advertise for new proposals, if in the judgment of the Village of Itasca their best interests will be promoted thereby.
The contractor will be required to pay not less than the prevailing wage rates on this project as established by the United States Department of Labor. Contractor shall also comply with all applicable Federal, State and local regulations.
The right is reserved to reject any or all proposals, to waive technicalities, to postpone the bid opening, or to advertise for new proposals, if in the judgment of the Village President and Board of Trustees their best interests will be promoted thereby.
Bidder qualifications and experience will also be included in the basis for determining the lowest responsible bidder.
Prequalification will be required to be submitted to the Engineer by all potential bidders. If in the opinion of the Engineer and the Village President and Board of Trustees, an applicant would not be able to serve the best interest of the Village, a proposal will not be issued to the applicant. The Contractor shall be IDOT Prequalified in categories of HMA Paving for a minimum amount of $1,000,000, or Drainage for a minimum amount of $1,000,000, or submit a Robinson Engineering Prequalification Form listing a minimum of five (5) similar project types with the amount of work exceeding $2,000,000 per project, in the last 10 years. The Contractor shall provide such documentation which shall be reviewed in full prior to the release of the bid documents. If this information is not satisfactorily completed, the bid documents shall be withheld.
Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35IAC Part 662), the Water Pollution Control Loan Program, the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), and the federal âBuild America, Buy America Actâ requirements contained in the Federal Infrastructure Investment and Jobs Act, Pub. L. No. 117-58.
This procurement is also subject to the loan recipientâs policy regarding the increased use of disadvantaged business enterprises. The loan recipientâs policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the Presidentâs Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4.
